Usually there are only so many scholarships given out at any one time. That's makes them the top percentage. Not everyone can get scholarships to pay for their tuition.
Not everyone is a scholar. And as it turns out, if one is a scholar then one does not need university, except for certain professional fields like medicine or engineering.
